Are there fewer people homeless in Louisville, or are they just hiding?

A WDRB+WAVE investigation examines the impact of Kentucky’s street camping ban on Louisville’s homeless population. In 2024, Kentucky lawmakers passed the Safer Kentucky Act, making street camping a crime. The law defines camping as sleeping anywhere not designated for sleep. First-time offenders face a mandatory court appearance and a $250 fine, and repeat offenses carry up to 90 days in jail. The bill also prevents the city from discouraging enforcement. Body camera footage shows an elderly man taking shelter inside a porta-potty at a park in November 2024, but charges were later dismissed. Since the law changed, a caravan of city vehicles, including police, skid steers and dumpsters have moved through Louisville responding to reports of homeless camps.
