West End group awards $14M, seeks legislative fix as TIF dollars decline

A nonprofit focused on the economic revitalization of west Louisville neighborhoods, which has awarded over $14 million in grants and loans since 2025, is seeking help from Frankfort to ensure it stays financially viable for years to come. The Kentucky General Assembly created the West End Opportunity Partnership, a nonprofit public agency focused on revitalizing west Louisville neighborhoods, in 2021. The board manages the largest TIF district in the state and uses these funds to invest in initiatives supporting West End neighborhoods. However, it recently learned that the state has calculated a TIF payment of $0 for the coming year. This comes as the board is working to shore up future TIF dollars after learning it won't receive any state tax dollars through this year. The decrease in the income tax rate is cited as a reason for the decline in TIF funding. The nonprofit started with $30 million in funding, with $10 million each coming from local government, state government, and private sources. Since March 2025, the partnership has approved nearly $143 million in funds towards initiatives tied to seven west Louisville's neighborhoods.
